Although the error does suggest the problem here is the Studio Time Tracker app, we would recommend always posting the full error stack
Please navigate to the following folders
C:\Users\yourname\AppData\Roaming\SDL\SDL Trados Studio\16\Plugins
And ensure you remove the app from the packages/unpacked folder.
If the error still occurs, please repair/reset Studio
