This is needed when you need to use your license on a new computer for example and the license can't be deactivated on an old one ( the old computer crashed, you don't have the computer anymore and so on).
Your license is needed in any scenario you would need to set up Studio on a new computer( or even on the same one if it crashed and you had to have a hard drive replacement or had drive format) so it applies to multiple situations.
