unable to create new local project with SDL Trados Studio 2021 SR1 - 16.1.4.4184

I have been using SDL Trados Studio 2021 for a short time and I was able to open projects from SDL Trados Studio 2019

I installed the latest version of SDL Trados Studio 2021 version 16.1.4.4184 and I ran the installer as the Windows 10 Adminstrator. My Window 10 PC is fully up-to-date with the latest patches and updates. I have rebooted my PC and its a very clean, well looked after device. It has plenty of free disk space and the temp folder is nice and empty.

I am not able to create a new local project, for I see an error that has no title or contents to give much of a clue about what might be wrong:

I *am* able to create a new cloud project. This suggests something local isn't right, but what and why doesn't the installer (being run as admin) not correct anything that it might not have previously completed properly. I've certainly not changed any permissions, as an example. I've also reproduced the issue with Anti-virus disabled, as I know SQL Trados can bahave like a virus, as least that what Microsoft Antivirus something thinks.

I am unable top close the Error dialogue box. My only option is to use Windows Task Manager to kill both the Error dialogue box and SDL Trados Studio 2021 itself, for both don't respond.

Does anyone have any suggesions please? Perhaps  might come up with a great idea! ;-) He normally has some great ideas.

There are other issues....

The Projects tab doesn't list any projects. It stopped listing projects about 4 weeks ago, for a reason unknown to myself. I had hoped the new version would have corrected that. It meant I had to use a workaround of opening an existing project from Microsoft Windows Explorer and directly opening the project file that way, rather than opening the project from within SDL.

There's another clue... when I open SDL Trados, the last project I opened is named in the Application header bar, even though its not actually opened the project. This is when I'm opening SDL Trados from the Windows Start menu and NOT opening a project from the Windows Explorer Application.

.. seems things are not so happy, yet a repair done as Windows Administrator doesn't appear to help.
