Error "Sdl.Desktop.Platform.CommandBars.IActionService could not be started" when starting Trados Studio

Question

To whom it concerns, 
 
 SDL Trados Studio 2021 Starter. Order Number 639172 
 My OS: Windows 10 pro version 1909 
 
 I updated my SDL licenese for SDL 20211, downloaded the software and run the installation. 
 I have got the message: mentioned abvove in the subject line. 
 
 I am wondering why this error is known since about seven years and not yet solved.. Nothing of the solutions in your knowledge base does help. 
 
 I urgtently need a working software to fulfill my translation orders.

Symptoms/Context

Error " Sdl.Desktop.Platform.CommandBars.IActionService could not be started " when starting Trados Studio

Resolution

Close the error message and follow these steps:

1. Go to: C:\Users\%USERNAME%\AppData\Roaming\SDL\SDL Trados Studio\14 for Studio 2017
or C:\Users\%USERNAME%\AppData\Roaming\SDL\SDL Trados Studio\15 for Studio 2019
or C:\Users\%USERNAME%\AppData\Roaming\SDL\SDL Trados Studio \Studio16 for Studio 2021

2. Rename the Plugins folder
3. Run an SDL Trados Studio repair (Repairing your installation of SDL Trados Studio) from "Control Panel\Programs\Programs and Features" (optional)
4. Start SDL Trados Studio again

If the issue persists, please also go to:
C:\Documents and Settings\%USERNAME%\Local Settings\Application Data\SDL\SDL Trados Studio\14 for Studio 2017
or C:\Documents and Settings\%USERNAME%\Local Settings\Application Data\SDL\SDL Trados Studio\15 for Studio 2019
or C:\Documents and Settings\%USERNAME%\Local Settings\Application Data\SDL\SDL Trados Studio\16 for Studio 2021
and rename the Plugins folder.

I followed the instructions 1. - 4. The issue persists. the path "C:\Documents and Settings\%USERNAME%\Local Settings\Application Data\SDL\SDL Trados Studio\16 for Studio 2021" does not exist. I gues this is not for Windows 10. 
 I found another "plugins" folder in a different path, renamed it. The issue stlll exists.
