For the move of the license from one PC to another please use the steps from the below link

Also, if you don't have access to the old PC anymore to reset the license from the product then you can do this from your SDL account following the steps from the below link

In reference to the installation of Studio 2019 maybe the below would help 

To download the installer of the 2019 Studio Trados please log in into your SDL account > Products and Plans > Downloads. 

Before starting the installation process please make sure that

•  your Windows is up to date 

•  you have added Studio to the exception list on your Antivirus

• you have admin rights on your computer 

Once the installer is downloaded in your computer please follow the steps from the below articles
