In order to deactivate Studio 2019 locally follow the below steps: 

1. Close Studio.
2. Go to : C:\ProgramData\SDL\SDL Trados Studio\Studio15\Data
3. Rename the file Studio.lic, e.g. to Studio_old.lic.

Your 2021 license is available for activation but please note that it can only be activated in Studio 2021, not in Studio 2019.
