I purchased a new PC and can't deactivate my Trados 2017 online or offline. I have also a upgrade to 2021. On one PC I activated now 2021. Do I have to still deactivate 2017 or can only active 2021 on the second PC?

As you have upgraded to Studio 2021, you will no longer have an activation for 2017.
Simply download and install Studio 2021 on your second machine and activate using the code (2021).
