Why are you using offline deactivation? It helps of you at least provide details of the version you are trying to work with. But have you tried this?
For SDL Trados 2007 and SDL Trados Studio 2009 use this KB article ( gateway.sdl.com/.../communityknowledge ) and follow the instructions.
For SDL Trados 2011 and SDL Trados Studio 2014 use this KB article ( gateway.sdl.com/.../communityknowledge ) and follow the instructions.
For SDL Trados 2015, SDL Trados Studio 2017, SDL Trados Studio 2019 and SDL Trados Studio 2021 use this KB article ( gateway.sdl.com/.../communityknowledge ) and follow the instructions.

As per the above article, you can reset your own license via your SDL account.
Just log in and go to the licenses section as follows.
