I have two licenses ATM, only one of which I am using ATM. I would like to use both though (1 of them has a sublicense for use on another device). How do I install these licenses on 2 PCs and one laptop? Do I have to deactivate both, and then reactivate them on each device?

You have a license for 2021 version which is currently in use. If you want to use this on another computer you need to deactivate it from the current one from Studio > Help Tab > Product activation.
The other license is for 2019 version and both activations are available, so you can go ahead and activate them on which computer you need.
