I deactivated my license for 2019 sr2 because I was having a problem with installing 2021 sr1.
I was mistakenly informed that I needed to do this.
However I cannot install 2021 sr1 for some reason, and I need to reactivate my license for 2019.
How can I do this?

This is easy. When you deactivate a license, this shows up in your customer account.
It will show that the status of your license is "Available". You can therefore reactivate your copy of SDL simply by entering the license code again.
As to the misinformation you mention: a license does not need to be deactivated if you plan to reinstall Studio. The only situation where you definitely need to deactivate is if you plan to reinstall Windows because this would overwrite the license information without updating your account.
