I have dowloaded the update for sudio 2019 freelance plus, updated the licence, but after re-starting my pc it still says I have trados 2017.

I can see that your license was indeed updated but not sure what happened with the installation. Please try to download again the latest version of Studio 2019 from this link and install it: https://downloadcentercdn.sdl.com/TP/Trados/T2019/SR2/CUs/CU8/SDLTradosStudio2019_SR2_CU8_3007.zip
Also, please make sure that all Windows updates are installed on your computer.
