In total my company has 6 licences.
The app was installed the same way 6 times, yet on 2 workstations the user receives an error message "failed to load language resources" when trying to open a project.
How can this problem be solved?

Is it possible that you are using GroupShare? If so, this sounds as though its a possible 'permissions issue' that needs checking.
Should this not be the case, please provide the full error stack as this should provide us with more information
