If your license is activated in License Manager locally on your PC you can use / activate Studio regardless of your location.
If the license is activated on another machine or on a server you need to have connection to that machine / server in order to use / activate Studio. If you can`t reach the machine / server where the license is activated you won`t be able to use Studio.
