The Starter version is very limited, and can only allow you to use 1 TM at a time. Also, the TM you are creating or using is limited to 5,000 TUs, unless you receive the TM from a client as part of a project package. There are no restrictions when it comes to TMs when you are using the Freelance version.

I have upgraded the Starter version to the Freelance edition (using Trados Studio 2017 Freelance to Trados Studio 2021 Freelance upgrade). So there should be no more TU or TM limit, right?  Do I need to use Trados Studio 2017/2021 Freelance edition installation instead of the Starter version for the upgrade? Please advise.

If you have processed the upgrade and have the license for Trados Studio 2021 Freelance, I don't see the point of using the Starter version. Please check for the activation code of Trados Studio 2021 Freelance in the Licenses section of your SDL account. In Studio, you can go to Help > Product Activation > Activate (and copy-paste the code in there).
