I do IT support for my company. A user requested 2019 to be installed on a PC but they don't have the install files nor know what their account login is for the site. Can i get a link to download the latest install file for 2019?

Surely your company must own the account? Even if you have the download you still need to get into the account to get the licence code, or to manage them. Using a less anonymous name in here would provide more confidence that this is a valid request. You can also use the lost password feature to recover access.
