Maybe make sure the user is also using a similarly old operating system and assemblies? If they've updated to a modern OS then I'm afraid the answer should be upgrade Trados Studio. Far too many things to go wrong with 2009/2011 and we definitely don't support them.

You can try to separately download and install the mentioned resource from here: https://www.microsoft.com/en-us/download/details.aspx?id=25150
Then run the Studio installer again.
However, if it still doesn`t work we recommend to upgrade to the latest version. As Paul said this version is not supported from some time.

Thank you, will let the customer know they can try that.
The sdl infrastructure (downloadcenter) and lately microsoft dependencies (hosted by them) have changed which breaks older bootstrappers (setup.exe).
If you already have .net framework installed (and most/all editions of windows come with it now) you can bypass setup.exe and run chainerhost.exe in the same folder. (C:\ProgramData\Package Cache\SDL\SDLTradosStudio***VERSION***)
