My PC went wrong, and I recovered the Windows, but all utilities were gone.
When I tried reinstalling Trados Studio 2019, the following message came up:
Setup has detected that the file 'C:\Users\tsnok\AppData\Local\Temp\VSD375A.tmp\DotNetFX472\NDP472-KB4054531-Web.exe' has changed since it was initially published.
Please help me out.

This is normally due to missing components (.net framework) after reinstalling Windows.
