If you need an "Installation ID", this means that you probably tried to do an offline activation instead of an online activation.

When you do an offline activation, you need in Passolo to click on "Activate", then on "Alternative Activation options" and select "Offline Activation.

A screen will display showing your "Installation ID", which is a footprint of your PC.  You will then need to enter this "Installation ID" in your user account when doing the offline activation before you can generate the certificate, which you can then copy-paste from the user account website to the product activation dialogue in Passolo.

However, my question is: do you really need to do an offline activation? This is only required if the PC you are installing Passolo does not have any Internet connection. If it is connected to the Internet, you can simply do the "online activation", which is much easier. Simply click on "Activate" on the "Product Activation" dialogue of Passolo and enter the activation code you find in your user account under "Licenses". Do not click on "Can't activate online" though!
