Transferring a license from one machine to another - deactivation and activation do not work

I'm transferring a Trados Studio 2015 SR3 license from one Windows 10 machine to another.

After deactivating the license on the old machine, below are the screenshots I get.

At first it seems the process didn't work, but the second screenshot shows it apparently did.

Error message in Trados Studio 2015 Product Activation window saying 'Deactivation failed. Could not revoke this license - Revocation is either complete or revocation proof is already uploaded.'

Information message in Trados Studio indicating 'The product license has been deactivated and SDL Trados Studio will now exit. To start SDL Trados Studio again, you must activate the product.'

After that, I went to the new machine and reinstalled the product, then attempted to activate the license. See screenshot of the resulting message.

Error message during Online Activation stating 'Activation failed. Please provide quantity less than or equal to the remaining quantity 0.'

When I check the status of my licenses in my account, it turns out the "deactivated" license is still in use... The status is not updated and therefore the license is not available for use on the new machine.

Any suggestions? Do I need to reset my license?
