No settings button for key generation

I have been translating documents with Trados for 4 months now. Unfortunately there is a problem with the language cloud machine translation that we cannot solve, even not with a video description because our screen does not look the same. The vital settings button is missing so that we cannot proceed. 

Machine translation is included in the contract. I can translate a document online but I do not have any support in my translations with the program on my computer, i.e. the cloud is not linked to the program.
