I had 2 licenses of Trados Studio Freelance 2017. I've updated one license to Studio 2021 in order to use it on my laptop, while continuing to use the remaining second licence of Studio 2017 on my desktop. Why can't I see the remaining license of 2017 on the license list?

The upgrade process means exchanging your old license (2017) with the new one (2021), so you will not end up with 2 licenses (2017 & 2021), just one license. The Freelance Plus version has 1 license with 2 activations (not 2 licenses), so having just the license for Trados Studio 2021 Freelance Plus is perfectly normal after processing the upgrade.
