Is it possible to buy Trados 2017, or if I buy 2021, will 2017 be included? Trados 2017 is required by a client.

You cannot get Studio 2017 anymore. And buying 2021 will not give you 2017. But in 99 % of all cases you can use 2021 even if the customer requires you to use 2017.
The problems which may arise are different file types, so you might not be able to create the target file for some job. This is uncritical, though, as generating target files is the job of the customer and not yours.
