I cannot install the SDL Licence Server Manager and last time this solution was suggested to me, but I cannot access it anymore.

Please try to download the latest version of License Manager from here: https://downloadcentercdn.sdl.com/TP/Trados/T2021/Licensing/LicenseServerManager16.2.496.zip
This should install without any error messages or workarounds.
