Here are all the steps you need to follow:
1. Install Studio 2021 on the user machines.
2. Deactivate the 2019 license from License Manager: https://gateway.rws.com/csm?id=kb_article_view&sysparm_article=KB0039977
3. Upgrade the license from 2019 to 2021: https://gateway.rws.com/csm?id=kb_article_view&sysparm_article=KB0039975
4. Activate the newly generated 2021 license in License Manager: https://gateway.rws.com/csm?id=kb_article_view&sysparm_article=KB0039977
