Hello Yifan Yu,
In your case, your license has 1 activation which has already been used before having these issues with your computer. Therefore, to activate the license again, you have to deactivate (reset) it first from your SDL account. Please follow the instructions provided in the link below:

Once the license is reset, you should be able to activate it again on your device.
