I bought Studio 2019 Freelance Plus and so it appears in my SDL account. It doesn't, however, appear in the licences tab, and I need to deactivate one of the licences from my old PC, which died some time, in order to install it in my new laptop.

There was a temporary issue and the licenses were not visible under the Licenses page. I`ve just checked your account and the license is visible now.
Please try to reset the license from your RWS account as described in this article: gateway.sdl.com/.../communityknowledge
