You can download and install Studio an the new computer from the following link: https://downloadcentercdn.sdl.com/TP/Trados/T2019/SR2/CUs/CU8/SDLTradosStudio2019_SR2_CU8_3007.zip
In order to activate the license please try to reset it from your RWS account as described in this article: https://gateway.rws.com/csm?id=kb_article_view&sysparm_article=KB0038545
