Hello, I have installed Studio 2021 and I want to deactivate my licence in Studio 2019 to transfer it to Studio 2021. Instead of deactivation the following message appears: "Deactivation failed. Login for this product key has been restricted. Contact the system administrator for assistance." What should I do? I am the administrator of this notebook.

You receive that message because you no longer have a license for 2019 version. This was removed from your account when you processed the upgrade from 2019 to 2021.
You have an extra license for 2021 so you can go ahead and activate Studio 2021 without deactivating the 2019 version.
