This is a very common problem, I have the same situation, and so does my wife on a separate machine, and several colleagues - deactivation in Studio 2021 just doesn't work after the upgrade from 2019. Don't you think this is the most urgent matter imaginable, and instead of logging separate support cases, just publish a solution, or better yet, just fix it somehow in your system? I don't mean to be impolite but you are charging people for an upgrade, and sell them something that is a step backwards from the previous version.
I don't think this is a very common problem, but it can happen. I agree that having a solution would be helpful. I just checked the resolution for this one and it was this:
I would add however that if your licence needs to be reset as well then following these steps alone won't help. You will require assistance from the support team to get your licence reset. So the action from Ana-Loredana is appropriate.
Please create a new thread with the details of your problem because we have an automated solution that picks up the email address of the original poster to create the support ticket. The support team will then contact you directly to help. It also means we can close the thread with a solution where appropriate.
I'll mark this response as the solution so anyone else looking will also see the steps and know that they need to create a new thread if they have a similar problem.

I am sorry but your solution does not work at all. Quite the contrary, now I am locked out of Studio, it say "No licenses are currently available!"
This is outrageous. I would like my money back for the upgrade, and return to Studio 2019. Slow and buggy but at least I could move my license between the desktop and the laptop immediately and without drama. How should I proceed?

Clearly you need to raise a ticket because you have the message that no licences are currently available.

And how do I do that? Studio Help tab doesn't have the option. And by the way, the message below is another way you guys are so good in raising users' blood pressure:
"You can only reset your license 3 times within 12 months, it appears you have exceeded this limitation and the option to reset your license is no longer available. If you are having issues with your license and need further help please click here to log a request with the support team."
When I click "here," it directs me back to the same forum.
Just create a new thread as I said earlier, so your own thread and not tack onto someone else’s. If you still can’t manage it I’ll do this for you when I get back later.
