Please try to install Studio 2021 manually as described in this article: https://gateway.rws.com/csm?id=kb_article_view&sysparm_article=KB0029227
If it doesn`t work please check if your version of Windows 7 allows to install Microsoft NET. Framework 4.8 which is necessary for Studio 2021. If not, you need to upgrade the Windows version.
