problem with SDL 2019 - when I try to start I get the "Object reference not set to an instance of and object" (or whatever)

Question

Object not set to an instance of object ON STARTING THE APPLICATION. 
 
 CANNOT START THE APPLICATION. 
 I need to know how to " perform a Studio reset and repair" as per this thread:
