I always (!) have the same problem when deactivating the Trados Studio 2021 license in my big laptop and trying to activate it in my small travel laptop: first it says it cannot deactivate, but it does deactivate, but it is not possible to active again (in either laptop). In my Trados account in the browser, the license is listed as activated. I cannot deactivate it offline (probably because it is already deactivated!) and I may not reset the license, because I already did it 3 times in the last 12 months (because I always! have this problem). Now I urgently need to work!!!
