Deactivation of Trados 2021 licence failed

I'm trying to upgrade my SDL Trados Studio 2021 to Trados 2022. I own a Freelance Plus licence. I was able to deactivate the licence on my 2nd PC, but when I try to deactivate the licence from my 1st PC, I get the following error message:

Error message in Trados Studio 2021 activation window saying 'Deactivation failed. Login for this product key has been restricted. Contact the system administrator for assistance.'

The offline deactivation process didn't work (an error message appeared stating that the code "may not be valid") and is no longer accessible. If I access my RWS account, I see the following bar, which seems to indicate that the deactivation was successful. In fact, Trados 2021 no longer works on my 2nd computer, but it still does on my 1st.
