Apparently Microsoft C++ 2022 is not supported on Windows 7: https://docs.microsoft.com/en-us/troubleshoot/developer/visualstudio/general/visual-studio-2022-unsupported-operating-systems
For more details please contact Microsoft Support. My suggestion is to upgrade to Windows 10 or 11 as Windows 7 is not a supported OS anymore.
