It depends on how many seats the Network license has. If it has 2 seats then 2 user can use it at the same time, if it has 5 seats then 5 users can use it at the same time without the need to deactivate the license. The Network license needs to be activated on a server / computer which is always ON and which is reachable by the users that need to activate Studio with that license.
