Hello,
I got my computer stolen and I want to deactivate the license installed on this computer to install it on another laptop.
I tried to follow the instructions but it did not work. My understanding is that you need to have your "old" computer with you to do that.
What are my options?

You do need your old computer to be able to deactivate the licence. But you can reset it from your account without your old computer.
For Trados 2007 and Trados Studio 2009 use this KB article ( gateway.sdl.com/.../communityknowledge ) and follow the instructions.
For Trados Studio 2011 and Trados Studio 2014 use this KB article ( gateway.sdl.com/.../communityknowledge ) and follow the instructions.
For Trados Studio 2015, Trados Studio 2017, Trados Studio 2019, Trados Studio 2021 and Trados Studio 2022 use this KB article ( gateway.sdl.com/.../communityknowledge ) and follow the instructions.
