Installing License Server Manager 17.0.134 in offline environment

Question

How can I do installation of the License Server Manager 17.0.134 without internet connection? 
 I have installed dotNET 4.8 , but in the installation process of the License Server Manager it is trying to connect online to download dotNet Framework.
