I have a license for Trados Studio 2021 Freelance on my old computer, but I want to install it on my new one.
Can you tell me how to do that or is it possible to get a license for a second device?

If you want to use the same license on a second PC you need to deactivate it from the current on from Studio > Help > Product Activation.
If you need to use it on 2 computers ar the same time you need to upgrade from Freelance to Freelance Plus. For this you can contact a Sales person on the Live Chat: https://www.sdltrados.com/contact/chat.html or https://sdl.com/chat/
