There are a few things around this question.

1. when you upgrade you effectively exchange one for the other.  You are not purchasing a new licence, hence the reduced price for an upgrade.
2. 2017 uses a completely different licensing mechanism compared to 2022 so it's not technically possible for the licensing of 2022 to support the running of 2017.
3. However, if you don't return (deactivate) the licence for 2017 in the product then it should continue to work as long as you keep it on the same computer it's on now.  You just won't be able to fix it if it goes wrong, or move it to a new machine.

So you should be able to finish your outstanding projects in 2017 anyway.
