No "reset license" button

Hello, according to a previous post here, the Reset License option can only appear in the Licenses section of my SDL account if both my activations are in use. This isn't the case since I haven't used Trados (2009 Freelance Plus) in a long time and the computer I installed it on back then crashed a long time ago.  Is there a way to still rest the license or does this mean it is lost?
