I am also able to reproduce this under certain circumstances
At times it depends what format the file is in, meaning are you working with a sdlxiff version of the file, or perhaps it's already been finalized once before?
So please check and confirm in more details your exact scenario - include a screen print if possible.
The only other time I am aware of finalize being missing, is if you are working on a Cloud project?
In that case your option would be to "Generate target files"
