Trados 2021, deactivation and activation on new laptop.

I got a new laptop and need to move my licence over. I reinstalled Trados Studio 2021, deactivated the licence on my old device, and closed the program. I checked in my RWS account to confirm my licence is not in use anymore. Then I opened the software on my new laptop and tried to activate it with the original licence key but I receive the following error message: "Activation failed. Login for this product has been restricted. Contact the system administrator for assistance." I don´t have a support contract and I`m unsure how to proceed. Can anyone help please?
