I installed Trados Studio 2021 again on my PC, but got an error message "Sdl.Desktop.Platform.CommandBars.IActionService could not be started" when starting up it. Does anyone know how to fix the issue?

I installed Trados Studio 2021 again on my PC, but got an error message "Sdl.Desktop.Platform.CommandBars.IActionService could not be started" when starting up it. Does anyone know how to fix the issue?

Thank you for your prompt reply.
I visited the Knowledgebase and followed the instruction, but it did not work. So, I removed all SDL programs and reinstalled, still have the issue I wrote.
