I can't get deactivation certificate (SDL Trados Studio 2019 version)

Question

I want to deactivate my license, but I can't get deactivate certificate. 
 
 Today, I entered the RWS page and clicked the test, "Can't get online"-Deactivate offline" . 
 In the Offline Deactivation Certificate page, the Deactivation Authorization code is generated, but the Deactivation Certificate box is empth. 
 How can I get the deactivation certificate? 
 I can activate my license only after deactivating the license. 
 
 Please help me as soon as possible.
