Please try to reset the license from your RWS account as described in this article and then try to activate it on the new PC: https://gateway.rws.com/csm?id=kb_article_view&sysparm_article=KB0038545
For future reference, when you change your PC you need to deactivate the license from Studio > Help > Product Activation in order to activate it on a new PC.
