You have a Network license with two seats, this means that only 2 users can connect at the same time. If you want to connect a new user you need to close Studio on one of those 2 computers and from the new one open Studio > click on Activate > Alternative activation options > Use a license server > type the server / computer name where the license is activated in License Manager > click "Activate".
