I see you have purchased a machine translation monthly plan. Your Starter subscription is expired and in any case, it does not grant access to machine translation. For the plan you purchased you would need a Freelance license as well. Please submit a case with our Language Cloud team at https://gateway.sdl.com/WebToCaseLCMT and my colleagues will refund you and perhaps recommend you something more suited to your needs.
