How I can verify a license server running correctly?

I've installed a license server version 17.0.134, but it can not active users when the user set using this server to active licenses.

The error message from Trados Studio when try to connect to license server:

Can not connect to the license server. Check that you have entered the correct license server name that you have network access.
Error Details: No connection to xxx.xxx.xxx.xxx

I'm sure I have access to the license server, what else I need to check?
