Unable to deactivate license

Hi, 

I am trying to transfer my 2019 license to a new computer; when I try to do this via the Activate button in Trados I get the following message: 

Error message window with a red cross icon saying 'Deactivation failed. Could not connect to the activation server. Check the activation server address in the provider settings. - The request was aborted: Could not create SSLTLS secure channel.' with an OK button.

And I don't seem to have the option of deactivating via my RWS Account: 

Any help would be greatly appreciated.
