Error 1603 on upgrade

Question

This appeared after an upgrade and in attempting to download the Trados Compatibility and Migration Power Pack . 
 I have followed the instructions on reinstalling but there is no change. 
 I am really stuck and should be grateful for any help.

 Try the following steps: 
 1. Close Studio. 
 2. Go to this location on your computer: C:\ProgramData\Package Cache\SDL\Dependencies (you can copy this path directly in File Explorer window and hit Enter). 
 3. Double click in "2008_SP1_vcredist_x86.exe" to install it. 
 4. Try again to install the plugin.
